This interface expose APIs to create/modify a rectangle region object.

To use this interface, you should create a LRectRegion object.

Parameters

[in]	tlx	The x-coordinate of the top-left corner of the rectangle region, aka. left border.
[in]	tly	The y-coordinate of the top-left corner of the rectangle region, aka. top border.
[in]	w	The width of the rectangle region.
[in]	h	The height of the rectangle region.
